Article 1 In order to regulate the collection, distribution, preservation, issuance, and statistical reporting of timber transportation certificates, the Forest Law, the Implementation Regulations of the Forest Law, the Regulations on Forest Resources Management of Shandong Province, and the Regulations on the Management of Timber Transportation Certificates , formulate these measures.

Article 2 The timber transportation certificate includes two types of “timber transportation certificate” (hereinafter referred to as the provincial certificate) and “Shandong Province Timber Transportation Certificate (provincial certificate)” (hereinafter referred to as the provincial certificate).

The provincial license is uniformly printed by the competent department of forestry under the State Council, and the provincial forestry authorities purchase it in a unified manner.
Provincial licenses are uniformly printed by the provincial forestry authorities.

Article 3 The forestry administrative agencies (including timber inspection stations) of forestry authorities at all levels shall be responsible for the management of the collection, issuance, preservation, issuance, and statistical reporting of timber transportation certificates in accordance with the authority or entrustment authority. Except for the forestry work agencies of the forestry authorities, other departments, units and any other functional institutions within the forestry authorities may not obtain the right to receive, issue, preserve or issue transport certificates.

Article 4 The timber transportation certificate shall be collected by the competent department of forestry in the city and the provincial forestry authority. The following materials should be submitted when obtaining the certificate:
(1) "Application Form for Receiving Timber Transportation Certificate" (with the style attached);
(2) Some timber transport certificate stubs randomly determined by the forestry authorities of the provincial forestry authorities;
(3) The specific licensee shall also present the forestry administrative enforcement certificate.
